Digital sensor data transmission from the NBC Reconnassaince Vehicle to the Central Control Unit

The Federal Office of Administration has - through the Center for Civil Defense (ZfZ) - delivered over 350 NBC Reconnaissance Vehicles to fire brigades in the German States. These vehicles are able to register radiological and chemical hazardous materials while stationary as well as on the move. This is done with the aid of extensive advanced measuring equipment . Essential data is aggregated in realtime on a standard PC contained in the vehicle. In the measuring operation it is often required to transmit the registered data in realtime to the Central Control Unit in command. Currently, this is realized almost exclusively by means of analog voice radio, i.e. the data are read by the vehicle operator team and are passed orally.

The Center for Civil Defense intends to examine to what extent digital information technology and communication technology can be used for the transmission of sensor data from NBC Reconnaissance Vehicles to the Central Control Units, among other things to increase the reliability and to avoid blocking the radio channels during large operations. If possible, it should support a Germany-wide uniform (standardized) solution that also allows vehicles to be re-assigned temporarily to other Central Control Units and nevertheless keep the ability to communicate. To this end, the Center for Civil Defense has instructed Fraunhofer IPSI with an appropriate examination.
